The Maryland State Highway Administration (SHA) is making the software and documentation associated with its CHART advanced traffic management system, as well as a basic NTCIP tester for dynamic message signs that they have developed, available to other U.S. public-sector agencies or private-sector firms at no cost. Qualified recipients do not have to sign any type of user agreement or license to receive CDs containing this information, and can reuse it any way they wish. Although SHA would like to be kept up to date with any reuse of the code, this is not a prerequisite for its use.

CHART Source Code and Documentation Disk This compact disk contains source code, scripts, data files, etc., to build the CHART software system. Not included are necessary commercial off-the-shelf products for which individual license agreements must be purchased from the associated vendors. Items that are not included on this CD, but necessary for creating a functional CHART software system are included in Attachment C - Build & Installations Instructions.

Due to the timing of releases, this release may not be the absolute latest build. In an effort to make reasonable procedures to ensure where the CHART source code is being reviewed, this disk can only be mailed upon request. One additional CD is available for public download on this website. This CD has been burned as ISO files and then zipped to make download easier. Once downloaded and unzipped, use any CD burning software (such as Nero at http://www.nero.com/us/index.html) to burn the ISO image onto a CD.
  1. Disk Containing the State of Maryland's NTCIP Tester for Dynamic Message Signs (DMS):This program tests approximately a dozen basic NTCIP functions (such as "get date" and resetting a sign) related to the way that Maryland initially plans to use NTCIP DMS in the CHART system. It is designed to be a way for a vendor to take a piece of CHART and hook it up to a local PC. That PC will then be able to communicate with NTCIP compatible signs the same way that CHART does. This way a vendor can see how their device would work with the CHART NTCIP driver. The tester generates a report in PDF (Adobe Acrobat) format detailing what functions ran as expected and which exhibited some type of anomaly.
